Depends how much you want to spend and what you want to do.

For something free, Microsoft Visual Studio Express is a very good IDE, although it's aimed more at development than design.

Once you get to a certain level you'll move completely away from WYSIWYG and just edit the source code directly.

For creating images either use something like The Gimp (google it) which is free, or buy a package such as Jasc Paintshop Pro. Adobe Photoshop is the industry standard, but it costs an arm and a leg, and is often overkill for any web designer.

  • There are many standard scripts available too that make life a lot easier. MSE for example is built using vBulletin.

What sort of site(s) do you want to create? i.e. forum, shop, blog etc. or are you just looking to do a straight site made up of information pages?
    Best wishes,

Dreamweaver here, although it does some verrrry perculiar things. You'll change some text for example and it'll resize ALL of the tables right through the document/webpage.

What version of DW are you using? It sounds like you're using Style Sheets and changing the table style in there, which affects the whole page/site.
Otherwise there's no reason why this should happen used properly.
