New central heating system

I friend of mine was sold "A complete new central heating system" Unfortunately, he didn't get everything itemised on the quote. He wasn't living in the property at the time. He has since found out that the engineer didn't fit new copper piping under the floor, just the boiler and radiators.
Admittedly, the engineer said that there was nothing wrong with the piping although they were installed 40 years ago but that was after he was questioned. I am asking if a when buying a complete system, one would expect new piping.

A full central heating system generally means boiler, rads and pipework but this can be omitted if the existing pipework is good enough. If you friend didn't get the job/quote itemised then there's very little he can do about it.0

He just made an assumption. I feel partly to blame bacause I was with him when the plumber quoted.0
