best plant for surrounding hedge?

We recently applied to the council to put up a higher fence around some of our front garden as we are on a corner plot and would like to use the side part as a private area. Needless to say it was turned down unless the fence would be 2m from the road which would be a silly arrangement.
They did say however we could grow a tall hedge instead. What would be the best plant to choose to give good year round coverage and establish itsself fairly quickly? Ideally we want it about 6ft high. The soil is quite heavy and seems to have a lot of clay in it and we are in the north east so I guess cold weather could be a factor! Any help would be much appreciated.

I've got hawthorn and I'd pick that every time, it;s a brilliant superb windbreak. We're on a hill 840 feet above sea level and when you stand behind the hedge the wind doesn't penetrate at all. Plus it's a bit of an antiburglar device.
Another plus ( the best thing for me) is the amount of wild birds that live in it as Mr. Magpie can't get to their babbies.

If anyone suggests it please don't use Leylandii. It's evergreen, grows 3ft a year and is horrible. Laurel is quite nice but I don't know how fast it grows.0
