If you feel she in doing something illegal (cannabis farm? bright lights, need for privacy) then call the police.
As it happens we often see her out in her back garden mowing her lawn (quite late a night) whilst also smoking what looks (and smells) like a rather large joint but it's none of my business.
I just thought some background info would show my reluctance to actually confront her about the fences and late-night DIY (which still happens almost daily).
I agree though that she must either be depressed or quite possibly agoraphobic
I will certainly look into planting some small trees or shrubs on my side of the fence because I have some planting borders there and I will pull out her old fence in my back garden because she obviously felt no need to pull it out before replacing it with her new one.

Less than five metres - maximum height 1 metre
More than five metres - maximum height 2 metres.
Hi there and thanks for replying. I think I will put in a call and let the council know about the fence because if I'm honest it really looks like a huge monstrosity and she clearly has no intention of making it look nice. I know that our houses are around 3m away from the road and her front fence now stands at roughly 6ft or just over so presumably she has put the fence up without any sort of permission. I can't see her getting permission for such an ugly structure that is so ill-fitting with the rest of the street.0 -

More than five metres - maximum height 2 metres.Throughout the UK the usual rule is that you may not -- without planning permission -- put up a fence above 1 metre high inbetween the front of your building and road.
However, not too surprising, there are all sorts of variances. Some local councils may have completely different rules.Moreover, sometimes there are restrictions on the individual property; such as a covenant that stipulates that no boundary fence at all may be erected to the front of the property.0 -
Maybe instead of shrubs or conifers you could plant climbers like jasmine and honeysuckle and train them to climb the broken pieces of the fence. To be honest I always thought people put the 'ugly' side of a fence facing away from them? I know I would, is that wrong?
On a different note, if you think her children are in any way being maltreated or neglected please contact Social Services, how many times do we see children hospitalised or worse and then the neighbours saying "Well we thought the household was a bit weird".
