In receipt of incapacity benefit

I'm in receipt of incapacity benefit and have been for a few years, for over the past 12mths i have been trying to find out via my local mp why it is that people who are on this benefit cannot get help from the social fund via a bugeting loan for things like a new carpet ect,
I know one one person who is on invome support they get the same ammount or more than i do each week and also qualify for winter fuel payments, i don't i get a £10.00 xmas bonus
it would seem that the mp is not able to ask in the correct way to get the answer i want
the question why are incapacity claimant's not entitled to a bugeting loans from the social fund ?
to me a very simple question
i also have another that being why when those in power talk about saving money and cutting back on spending , they always will target those on benefits,? there are very few jobs out there that are paying a sufficient wage these days maybe this government should be capping the cost of living and cutting it's wage bill and stop paying £60.000 + for advisors ect and tax those greedy bankers

Who is eligible?
You may be able to get a Budgeting Loan if you or your partner have been claiming or getting payment of one of the following benefits for at least 26 weeks:- Income Support
- income-related Employment and Support Allowance
- income-based Jobseeker's Allowance
- Pension Credit
and you need help to pay for any of the following:- furniture or household equipment
- clothing or footwear
- advance rent or removal expenses for a new home
- travelling expenses
- things to help you look for or start work
- improving, maintaining or securing your home
- repaying hire purchase or other debts you took out to pay for any of the above

Easy answer you are not an income related benefit.
When you could still apply for IB you got it because you had paid a enough NI. And it allows for your spouse or partner to earn and not effect your IB.
But if you are on IS then you are on an income related benefit and if you have spouse etc working you can't get it.

Forgot to say i'm also single so that is of no benefit to me, if i was on the newer version esa or whatever it's is called now (incapacity ben replacement) i would be able to access it, the money is the same and are means tested benefits, ie if i had savings ect over a certain value i could not claim it, and as said someone i know started out getting the sickness benefit (before incapacity was launched, who now gets income support, but is subject to the same rules as incapacity benefit claimants ,they are intitled to it i am not, basically because of an oversight,so as a result we are discrimiated against unfairly , also there are those who get far more money from the state than me,who also can access bugeting loans the system needs changing0

when you are transfered to esa you will be on contribution based so still wond be able to get social fund payments as only esa income based can get social fund payments also you can have unlimeted savings and still get incap income support is reduced after £6000 and stop alltogrether at £16.000 you say you dont get the £10.00 xmas bonus if you are on long term incap then you are entiteled to this bonus every ist week of december.0 -

Don't be silly, you are not being discriminated against.
Are you in receipt of DLA, and if so, at which rate?

those transfered to esa will be transfered to INCOME based esa0 -
No DLA i was referring to people on that benefit ,as they are entitled to get a budgeting loan and they get double the amount that i get,some may well get even more ,and then you have those on income support(ex sickness benefit claimants) but subject to the same rules in that they are still required to be assessed every so often and get a similar amount of money,
so are in a very similar situation they can access it
I cannot because of a name of benefit no more than that ,to me that is a form of discrimination, made worse by their Minsiter from DWP failing to answer the question in a open and straightforword way
Yes i also get the poultry sum of £10.00 as a Xmas bonus as I'm long term IB.0
