it's not only stupid advice to withhold the rent, it's very risky as well. The tenant could be in receipt of a Section 21 as soon as they do it and that may not be very convenient. In most cases it's advisable to be firm but utterly reasonable in the first instance. It sounds to me like this particular landlord may not be aware of their responsibilities to the tenant where repairs are concerned and making them aware may take some tact and diplomacy if the tenant wishes to remain in the property.0
