Phone insurance excesses

I have over the years had to make an odd insurance claim and you get your money back less the excess

However in the last 2 months I have had to claim on mobile phone insurance (bith recommended from this site
1 damaged the 2nd stolen from a locked room

In both instances I end up paying the excess to the insurance company who then supply a new replacement
This does not feel right
I can see that they supply the phone to stop people deliberately trying to get a cash back but the handset is probably substantially less than what you paid originally

It just seems to me to be a little extra earner for the insurance company
