Payment refund question

Please can anyone tell me what is happening here.
We have had a refund initiated to us from a website company through PayPal.
The refund is showing on PayPals system. I have spoken to our bank and they have no record of it has yet. Is this normal.
The dealer said he has sorted the refund on the 1st July but I can not remenber if PayPal said the 1st July or the 8th July. the 8th July is when we got trading standards involved.
Is this PayPal hanging on to the money or is there a problem somewhere.

Is the money in your PayPal account?
If so, it won't go to your bank unless you tell it to. It will just stay in your PayPal account.0 -
No it is not in my paypal account. It is supposed to be being paid in to our bank account via palpal as the transfere agent for the web company.0
