Can I Fit water and electric into a shed?

To a wooden shed i would say no - to a brick built building maybe.
Trouble is the water pipes are likely to freeze in winter.0 -

Who does the work is irrelevant. "Is it a good idea" , was the question.
I get your point exactly.
You'll always be able to get someone to do the work providing it complies with building regs and as with any major alterations - that is the route you need to check and get approved before speculating on anything first.
One major consideration would be how water resistant the shed is for the electrics. Also, what about drainage for the washing machine?0
