can someone tell me if barclays bank are allowed to request transfer of money from my loyds account without informing me or having my permission,luckily there was insufficient funds in the loyds acc,or i believe they would have succeeded.

It would depend on circumstances.
If, for example, Barclays had transferred money into your Lloyds account in error then they may be able to request its return.
I'm not sure we have the full story here.

i got into financial difficulty and arranged a debt plan ,i was overdrawn with barclays owing 700 pound and the debt plan advised i open a new account with a different bank ,(loyds)barclays learned of this account through direct debit transfer and tried for the transfer after that but without asking me or informing me.0

loyds informed me of it so i rang barclays but they denied it but i still have loyds letter and it seems a bit of a coincidence that the figure they tried to transfer was the exact amount i was owing them0

In these circumstances, I agree with preable that had the transfer succeeded, you could have reported it to Lloyds as a fraudulent transaction. It was probably for this reason that Lloyds did not pay, rather than there being insufficient funds available.
Another possibility is that you may have agreed to something in your arrangements made to repay your debt.

so i can make a complaint,i never had any intention to not pay what i owed that just isnt me, so it isnt about the money its just the fact they did it as if i wouldnt notice,there was no agreement as debt plan told me to use a bank with no connection with barclays for that reason0

Well, it seems, from what you say, that you haven't, thankfully, lost any money but you should demand an explanation from Barclays.
