Disclosing of disputes?

Not sure if this is the correct thread on which to post this. If it shoud be on another thread, please advise.
I've got a problem neighbour that, regrettably, I need to make a complaint about (have tried to sort it out with them). I'm aware that under certain circumstances, you are liable to disclose disputes if selling a property. However, listening to Radio 5 a few weeks' ago, they were covering this sort of problem, and the guest they had on the programme said that if you only complain to the Environmental Health Team, you don't have to make any disclosures if selling, and that you only have to do so if you pursue the matter through the courts yourself. Does anyone know if this information is correct, please?

It really depends on the way the questions are asked but if you want to risk being sued then don't mention it, but personally I think you should.RICHARD WEBSTER

It's been many years' since I moved house, but the last time I did I thought I had to complete a form stating whether there had been any disputes. My question is then, is it legally only classed as a dispute is you pursue it through the courts yourself (as mentioned by the guest on the Radio 5 promgramme), or even if you complain to another agency?0
