If someone was part time employed and s/employed and making a big loss with the s/employed, can you put earnings down as 0?

No is the answer.
Your earnings from your employment would be £x amount. If you S/E business was running at a loss then the income from this would be nil.
For Housing Benefit you cannot offset a loss in your S/E business against your earnings from employment.:j0 -
