Overflow pipe from the roof

Somebody put a note through daughter's house and said there is an overflow on the roof which she has not noticed. She is renting a room from a family friend and the owner is away. Anyway, he has asked for £70 to fix it. He was working on the house next door and noticed the overflow. For what I gather, it has something to do with the heating, I talked to a plumber's friend and he said to look in the loft for a tap and to close it. I do not live near daughter and she said, there is a tap but it is stuck and she cannot close it. Is there any plumber who can advise what the alternative, she is worried the water is gathering in a pool on the roof and it will cause damage? Plumber's friend cannot help as he is going away. The owner is away for six weeks, personally I think £70 is too much. Will be grateful for some advice, please. Thanks

Could be as simple as the ballcock /valve needs adjusting.
£70 is a lot but not if you consider a call out charge can be £50 alone these days. Any DIY handy friends that could take a look at it ?0 -
look in her local paper for a few plumbers and ask if they dont charge to come and give an estimate. I would suspect thats what would be expected of you anyway to get at least a few quotes. I find it rather odd that somebody notices something then offers to do the work for seventy pounds. get a few quotes plumbers in the local papers tend to be best once you have a few quotes then you have an idea of what the true costs really are. it may be something as simple as replacement ball valve (simply unscrew and replace) or it maybe a faulty washer. If its the central heating boiler and hot water is coming out thats a different issue.
