All Inclusive but no flights?

Hi all,
I have been tasked with finding a holiday for 6 adults and 2 children for next year. Children will be 14 and 16 so probably counted as adults.
We are all family so I was thinking a Villa but we are really not interested in cooking etc. Do all-inclusive villas exist?
The other catch is that we won't be flying. One of the group has a massive fear of flights so we would be either hiring a minipus and driving or perhaps going by train.
I found something that was just two of us going by train and the rest flying... All Inclusive in the Algarve was £700pp which is just too expensive.
Any ideas?! I can't seem to find anything!!

why not look at going to spain by coach.
you can get AI deals in plenty of resorts.
