How are rates set when there is no contract?

It may be that you genuinely believe this is what always happens with all companies but in my own experience it's not always true Swanjon! If I thought the argument irrelevant I wouldn't waste my own time having it.
Initially meant just that - there is likely to be a cost for visits just as there is for those who haven't paid now. However the energy company adds a charge to cover that cost to the bill of the consumer involved hence it doesn't need to affect anyone elses bill.
Whether you need a contract for a prepayment meter or not is irrelevant to the point I made - ie that most consumers don't choose to have their supply cut off without a very good reason.
I have seen an energy company obtain a warrant within a few weeks around here not a few months (once they decided to do so) Seeking a change to "deemed contracts" would of course inevitably involve some changes to the legal system given that they are provided for by act of parliament!
In response to "I would say that zero customers have been unable to transfer because of a deemed contract." I can't give you numbers unfortunately but I can tell you for 100% certain that you are wrong on it being zero!
I don't necessarily expect "no mistakes to happen" no but I do expect them to be promptly and properly addressed & corrected once raised. This isn't always the case in my view.
As per comments on the other thread I will indeed look to provide data (and / or a link) to back up my argument when I have a moment to do so0
