we had a canon 350D which has been a great camera but it has packed up, can anybody tell me if the 1000D would be a good replacement as we can't afford a 450D.

Have you considered the canon outlet shop on ebay (seller ID canon_uk1)? I've just had a quick look, and with a bit of patience you should be able to pick up a 450d + 18-55mm IS lens for around the same price as the 1000d sells for in the shops. You're buying from Canon, so although refurbished you still get a 12 month warranty.
Other than that, the 1000d would do as a replacement but you might want to have a hold of one first - the entry point cameras from Canon seem to be getting smaller and smaller.0
