Advice re: tuition fees

Hi can anyone give advice.

Daughter had applied online and has to reply to a student loan declaration form confirming entitlement to student finance (tuition fees only) for her first year, however she is now unsure if to go to Uni this year after being conditionally offered a place and recieving triple D's on her related course.
She also has been conditionally awarded a scholarship for first year and would recieve non means tested bursary.

Daughter wants eventually to go to Uni but everyone on her course is going own ways, she now has the idea of travelling around the UK.

My question.... should she sign and agree to recieve student finance then maybe turn it down later in the year if she decides not to go, will it effect future applications if so or should she wait a while to reply back.
