Intermediate rent schemes? renting in general?

I've been knocked back for a mortgage and more than likely won't get one for 3 years, my own fault entirely due to some poor choices but debt free now.

I have stumbled upon a thing called an intermediate rent scheme, the rough gist being you pay a max of 80% of the market rental value enabling you to save more to go towards eventually buying. I'm not sure if I'm eligible as I'm not a key worker or if my time frame of renting would suit. Does anyone have any experience of this?

Rental prices where I live are ridiculous, I could be paying a substantial mortgage for less than I would have to pay in rent but thems the breaks I suppose.

I've been getting varying amounts of how much electric and gas bills would be on a 1 bed flat with single occupant. Any ballpark figures?

Are there any other things I should be looking in to? Local authority just won't happen. I don't want to be doomed to rent for the forseeable but if I have to then I'd like to do the best I can.
