Mum is in a council flat close to family because she is ill due to the bad breakdown of the marriage. She has been under the doctor etc and this is why.

So they have no mortgage - so your mum and dad want to have enough cash to live on for the rest of their lives... Well they should put it on the open market.0

Sounds like if your parents can't except a substandard offer and you cannot raise the mortgage you aren't going to be able to afford the house, sadly there isn;t much more to say. They may struggle to sell it or it may become available again in the future, keep saving in the meantime
