Tenant problems

Hi everyone, this is my first post!
I live in an edwardian house which has been divided into 3 flats. I have bought the freehold and am now responsible for the maintenance etc. 1 of the leaseholders has paid his service charge but has deducted monies for items which are not part of the service charge (as set out in the Lease agreement). He also 'breaks his lease agreement' in various ways, such as: Parking in non designated parking areas, playing music loudly after 11pm, taking over 'common land' and using it as his own garden.
My wife and I are finding his behaviour upsetting and when we speak to him he is aggresive (and we think bullying)
What should be our way forward?
We would be grateful for any advice!

maybe you coudl start by writing a very polite letter expressing your concerns and asking him if you could come round at x time to discuss matter further - this will give him time to think through the things that bother you - and at the meeting stay calm....0

Research your rights and responsibilities under the legislation. Write to the leaseholder reminding him of his obligations under the long lease (quote the relevant sections).
