Parking fine council car park

I parked on a car park in Bromsgrove council run. It was restricted to a 5 hour limit it takes a photo on entrance and exit. I entered the car park at 10:58 and put my ticket in payment machine at 15:59 , this was 37 seconds late and incurred an increase in payment from £3.50 to £35.00. Due to the system being computerised I was told that there was no way of reducing the payment. I was issued with a PCN and told to appeal by the attendant. I appealed the charge but they have refused to accept this is it worth Persuing this, I was only 37 seconds over inserting my ticket!!!

You have to be given reasonable time to purchase the parking.
Insisting it is done within the same minute of wall clock time is patently unfair and ridiculous !
Visibility of the PCN may help as there may be flaws.
Photographs of signs in the car park will also be informative.
Please give details on the jump from £3.50 to £35
Check the Traffic Order for that car park.0
