Gas Meter capped off for non-payment?

I am currently buying an empty property. I had a gas plumber engineer come round and showed him all the work I want done and he was fine till we went out the back door and saw the gas meter. A sharp intake of breath and a shake of the head and he said he wouldn't be able to do any work until the gas meter was sorted out. Apparently its been capped off he thinks due to non-payment.
So how do I get this fixed? Is it the company that sells me the gas that will do this or is it Transco? Would I have to pay for them to do the work or as a new occupier would they sort it out for free? The meter is still there though.
Help?!

it is not Transco, nor can any old plumber do it for you
you will have to phone round the gas supply companies and get quotes for reconnection, there will probably be a charge from some and not from others0 -
It may just have been capped off becuase it's empty (my company routinely caps off any empty properties for safety reasons). Who is selling the property? They may be able to tell you who arranged for the supply to be capped in the first place.0

Its a bank that selling it. A not very helpful one either. Have contacted British Gas but haven't replied yet.0 -
It's a repo I assume then. Don't imagine you will be allowed to get it put on before you own the property. It'll be sold as seen.0

Just want to make sure I have someone primed and ready to act soon as I get keys.0 -
A Gas Safe person can uncap. British Gas discovered we had an undetected leak on our side of the meter when we had a new one installed and our private chap came and sorted it.
British Gas still put the new meter in - capped it (just a disc stopping the flow) - and advised on the route we took.Opinion, advice and information are different things. Don't be surprised if you receive all 3 in response.0
