Rossendales Bailifs conduct

Good afternoon all.
My partner was visited by Rossendales bailiffs this afternoon with regards to an outstanding council tax bill, and when they left she was in such as state. They have basically denied her any monthly payments, they shouted out that she would be recommended for commital to prison and how much she owed in public (data protection breach?). Is this correct conduct for a bailif?. I have spoken to the council and they have recommended NOT to let them in and to report the incident to the police. What are your thoughts?

I'm sure someone will come along to give proper advice, but might it be worth making payments over the internet? If she has her reference number, most councils do a pay online service. It shows willing to pay, and the amount that the bailiffs are chasing for will be incorrect. It should make it easier for the council to call the debt back?
I know that you shouldnt answer the door, leave windows or doors open when out, and basically may be worth her avoiding contact until the debt gets sent back (but this is only my perception)0 -
