Practical advice from the experts

Hi everyone.
this is a really long and complicated story but basically i have had BIG issues with halifax and i'm going through a complain process which is involving the data protection act people, and the financial ombudsman. was wondering if someone could help me with some stuff i need for my reply.

harrassment- can anyone tell me what counts as harrassment, and where the official writing is for this?

i have heard that banks do not have to have a phone number for you, as long as they have an address, please could anyone confirm this and give me something official to quote to them?

basicially halifax have continued to call my parents landline number at all hours even though ive moved out, they have told me they will delete the number and they dont delete it just keep ringing anr ringing even though im making payments.
any advice on those questions is much appreciated.

    another question.... my problem with halifax was that every time they called my parents landline id ring them back and say "i dont live there take the number off" and they would say "yes ok thats taken off for you we dont hold your landline number anymore" but then they would call it, so obviously they do
    ive been told that this is a breach of the data protection act as they are not being truthful regarding what information they hold on me, and a complaint has been made to the ico. however i cant find the actual wording in the data protection act to quote this to them, as in halifax's last letter they are denying any breach.
    anyone any ideas???
