Alternatives to lawn

In dire need of some help with our garden!we have tried to grow grass from seed a number of times and also paid to turf the whole lot too but the lawn is always hideous!really patchy and one whole end just never grows!
we live in a new build so the ground isn't great and we don't get very much sun at all, but we dug the whole lot over, fished out all the stones, brought seed for shady areas, my dad even did one batch of seed with a hoe in perfect lines lol and that still didn't work!

My plan up until last week was to deck the whole lot (it's only a small garden thankfully), but then we ended up using my holiday pay (decking fund) to fuel my hubby to and from the hospital when i was taken in with Pre-eclampsia!

So now i have 2 little ones (3 DD and 4 week old son) and i just want somewhere practical for them to play, paint, have a sand tray etc.

So I'm not asking much...any suggestions for an alternative to lawn/decking, on a budget that doesn't take years to cultivate or a genius to put down?!!:o (or of course very specific instructions on how to grow a fool proof lawn!)

    chamomile lawn is great and the best bit is it moisturises the little ones skin when they play on it :) it grows pretty well too :)

    What about this aqua grass (artificial grass) They use this on a number of Garden Makeover shows. I dont know much about it.

    I've been looking into chamomile lawns. They look lovely and don't need mowing! They can be grown from seed, and seem to take a while. Plugs and turf are available and a bit quicker to take I think. However I'm not sure they are suitable for little people playing on it lots.
