You need to be 70 years of age or over or in receipt of one of the following qualifying benefits or credits:

• Council Tax Benefit
• Housing Benefit
• Income Support
• Income-based Job Seeker's Allowance
• Income related employment and support allowance
• Attendance Allowance
• Disability Living Allowance
• Disablement Pension which includes constant attendance allowance
• War Disablement Pension which includes either a mobility supplement or constant attendance allowance
• State Pension Credit
• Child Tax Credit where the relevant income is £16,040 or less
• Working Tax Credit where the relevant income is £16,040 or less
