I have the following optional update available for Vista:

Windows PowerShell 2.0 and WinRM 2.0 for Windows Vista (KB968930)

Download size: 32.4 MB

Can someone explain what it's for or what it does and whether it is worth installing?

I don't normally install optional updates.

There is also

Microsoft Silverlight (KB982926)

Download size: 6.0 MB

Not sure if I need this either

You're unlikely to need either. Silverlight is Microsoft's attempt at a Flash replacement, but I've never seen a website that requires it. PowerShell is an enhanced version of the Command Prompt.
