I got fed up with having my veg dug up so I bought a solar sonic cat scarer from Amazon. Ok it was £30 but I don't need to keep buying batteries for it.
Seems to work as no more cat mess - took a week or so for them to stop but only time it happens now is if I forget to turn it back on after I've been weeding etc. It's quite noisy and I can hear it going off and it's quite a horrid noise - but it seems to work. It goes off a lot when it's windy too as moving veg sets off the sensor.

I am going to check out the cost and legality of those plastic spikes in a strip.
Completely legal - you can even buy a warning sign to be completely sure. I have some, and they aren't sharp enough to hurt a cat (or burglar), but pointy enough to make climbing on them very uncomfortable. So don't expect any pronged cats waiting for you in the morning!
My favourite cat repellent is a solar one, I've tried electronic battery powered (or mains supplied) and they work, but the batteries don't tend to last long and you can guarantee old Moggie will come in to do her business the second the batteries die! So far my solar one has been great, especially during these lovely sunny days we've been having!:T
I got my cat repeller stuff from here, seemed to be the cheapest and they have a good range:) http://www.primrose-london.co.uk/cat-deterrents-c-102.html0 -

And I am farmers daugther so understand about what gets pooped out the backsides of animals in fields every day be they wild or farm animals.
I am happy to touch cows/horse/sheep droppings as there is very little that you can catch from it.

The amount of vets that historically have caught brucellosis would probably not appreciate you saying that cows don't carry some nasty diseases..
Fully appreciate your stand point on cats though.
My GH has removed the local cat problem by his mere presence.
He'd probably be an equal menace to your raised beds with his charging about though
Hose pipes work pretty well on the owners of the mogs as well0
