The cut off for JSA depends on how much the law says you need to live on - this varies depending on age, disability, children, etc.

Whoever's name is on the tenancy agreement, council tax bill and energy supplier bill is the person responsible for paying it to the various service providers. It's their debt.

If a person wants to come to a private arrangement with their partner to help them pay off their arrears, that's just between them. There is no law that compels a husband or wife to pay off historic debts run up by the other!

for contribution based JSA it does not take into account your partners earnings
for income based for a couple it is around £100 per week that you would get in joint JSA claim so it one partner earns more than that then there is no payment for the unemployed partner however they can still sign on for the NI contribution

The Council Tax arrears are the responsibility of the people who were liable for the council tax due on the property at the time (with the exception that, for example, if there are several people liable and only one has been billed and summonsed then the Liability Order can only be enforced against them).
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
