Where do i send Social Fund letter back?

I sent a social fund form back to Chester and they have sent me a letter saying i can have a loan but on the envelope the address to send it back is the Glasgow ccu but i live in cheshire and before i have had to send them back to Chester so have they changed where social fund letters go back to?
