HB claim on Maternity leave

Hello all
I was hoping someone will be able to help me. When I go on maternity leave I am going to need to claim HB for a few months as my income will be dropping substantially but I am a little confused about how I am gonna claim.
During my first month of maternity I will be earning full pay so I will ok, but after that first month I will drop to half pay which will be about £700 so will need to look to claim HB.
My issue is the local Council have told me that to make a claim for HB then I need to provide the latest 3 month payslips (Fine no problem with doing that) but my latest 3 payslips when I go to claim are going to show my full pay of £1400 (my normal income) which is clearly far too much to be claiming HB. I guess my question is how do I prove what my income is going to be and not what it has been in the past, I will have no proof that my income is going to be going down until once it actually has gone down, and then am I gonna have to wait 3 months so that I have 3 payslips to show the lower income ?
Is there anyway a claim can be submitted in advance, on the basis that the lower income will be recieved and then take the payslips in to proof this at a later date ? Just kind of worried I will have to wait too long to make a claim and by then I may already have finacial problems.
I know I will not get alot of HB with my income being £700 but every little bit will help.

Hi there,
If it were me i would supply the payslips and everything they have asked for, along with a letter from your HR/payroll dept confirming your maternity pay rates/dates these change (i received this when i gave notice of intending to start mat leave). I would also write a letter explaining clearly the situation showing a breakdown on what your pay will be and when.
