Second Chance Offer help

Can someone tell me how soon i can send a second chance offer.
It says the winning bidder will not be able to use checkout once a second chance offer has been sent.
I have 2 items the same and would like to offer the same thing to the next highest bidder but not sure how soon i can send it.
If i wait the next bidder might buy elsewhere.

I think you can send a second chance offer straight away. From what I remember when doing the second chance offer you have to select why you are making a second chance offer; either got an extra item or winning bidder pulled out. If you select the first choice I don't think it affects the highest bidder using checkhout.
