PCN issued and attached to my windscreen

Hi there,

Just one question regarding a PCN that I got on sunday morning at 8:40am.

Is the Civil Enforcement Officer allowed to attach the fine to the windscreen?

I have appealed on these grounds to my local council who say the fine stands and that they will not cancel it.

    The reason that I ask is that looking at Martins article he says this....

    It also covers instances when an over-zealous traffic warden incorrectly plonked a ticket on the windscreen.

    It means that the ticket was issued incorrectly (ie the ticket was for the wrong reason etc) not the fact it was on the windscreen...
    If it looks like a duck, and quacks like a duck, we have at least to consider the possibility that we have a small aquatic bird of the family anatidae on our hands

    Warren, you need to scan both sides of the ticket and upload the images to tinypic, then post the links minus the http here, ensure you blank out your personal details and ticket number etc, there could be grounds for a formal appeal yet.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Do you have a camera on your phone ? that works fine as well providing you turn the flash off
