It was his course leader. When he left he spoke to his course leader, and also someone else at the Uni about changing courses and asked about finance (because his Mum had previously said that I think you only get financed for 4 years or something) and they both said his finance would be completely fine.
And its computing science, he's spoken to two friends who have taken the course and they have both said how demanding it is and how one couldnt manage a part time job while studying.

I started in 2005, my friend started in 2006 then changed degrees in 2008.

In 2005 fee loans were not available, so perhaps that is why?

After 2005, every time I renewed I got a form to apply for a fee loan. I filled the form in, but did not receive one as my LEA paid all of my fees.

Must be a sooper dooper computer science course as I've never known them to be particularly demanding beyond usual degrees at all. Perhaps he should keep his options open regarding part time work until he actually gets started on the course for himself. First year marks aren't carried forwards anyway so he only needs 40% and if he's giving up 2 years of previous study I suspect he's determined to make computing his career so he must be pretty good at it already. Anyway, I found my part time work a pleasant change of scene from doing work all the time.

I don't really think he should be given a loan for the first year, then anyone could just change courses all the time and get them all funded.

I think he should be able to manage a part time job. I worked 15-25 hours a week during term time in the first 2 years of my software engineering degree, and 10-15 a week in my honours years. It's all about organisation and making best use of the scheduled labs and tutorials to get the work done. Plus with 2 years of uni behind him already he should be able to avoid the things that cause most 1st years to fall behind!!

Alternatively is there any way he could do 1st year part time, and complete it over 2 years? Then he would definitely have time to earn and study.

I do Computer Games Programming and half my modules are the same as Comp Sci and Soft Eng. It's not demanding at all. Only when you leave assignments to the last minute :)
