benefits and social housing rent increase

given that the benefits increase are to be linked to CPI instead of RPI, does this now mean that social housing rent increases will also be set at CPI or is that to remain at RPI? I cannot find info on this which, to me, suggests it will be left at RPI
I do not claim all the benefits i am entitled to (personal choice) so the benefit rise thing doesn't affect me but it may have detrimental effect on the rent side of things so i really want to find out and if there are no changes expected, is this a flaw in the system? My HA is notorious for its poor management and over pricing and i am unfortunately trapped there which I accept as I understand beggars can't be choosers however, I am also aware that the current financial situation is gonna hit us hard and while i do not wish to claim any further benefits, my hand may be forced and i so desperate to avoid that. (just for context, it was reliance on benefits that initially got me into debt from continuous errors fron the then DHSS which is why i wish to manage my own budgets without them)
