Paying foregin cheques into current account

I'm an account holder with HBOS, and every month pay in a cheque issued by a US bank in US dollars.

I've been paying them in for 2 years now with no problems, but HBOS still tell me that cheques of over 1000 sterling will need to be sent for collection (6 weeks) as opposed to negotiation (5 days or so).

Some tellers at HBOS have allowed me to cash >1000 sterling by negotiation, and I feel it's down to the tellers discretion. Regardless, I'm not happy waiting 6 weeks for them to cash.

I've opened an RBS account and am going to enquire about paying them in there. Can anyone give me any advice or comments on getting these cheques cashed by negotiation as opposed to collection? Six weeks is too long to wait, and I'm really unhappy with HBOS.
