Not getting refund - what can I do?

I am looking for some advice on how to reclaim funds from a supplier who is not responding.
I purchased a computer on eBay from one P&S Computers. I paid by Paypal straight away. However they then invoiced me for the VAT separately . Because they had not made it clear that they wanted VAT on top of the amount I bid for it , I asked to cancel the transaction which they agreed to do (after several weeks of chasing). They agreed to refund me the £279.00 I paid. This was 4 weeks ago and they have not responded to any of my emails chasing them.
I have now managed to get a name and address for them (had only an email address before) but they have a voice mail on all the time - and the mailbox is full.
Please could you help me by suggesting a course of action? What stroppy legal letters could I send?

Okay, if it is under 30 days which I don't think it is then I would suggest doing a claimback. If not then perhaps try contacting your credit card company or maybe try a claim with eBayTitch

If it has been 4 weeks I would really try and get something done about it. Any chance I could see the seller's feedback? Do they have many negs? Are they a big seller?
It is very sneaky for them to add VAT on, as most companies have it already add onto the final auction price - I bet it was written in a really small font wasn't it?!
Like Outtathaway said, start a Paypal chargeback and contact eBay ASAP to let them know what is going on.The main thing is to keep the main thing the main thing:)0 -
If you are a verified paypal member (and not any other type) Chargeback your card nt paypal and you won't get hit with a fee. If you read paypals help with care you can read this between the lines so to say.0

Never heard of that loafer. Could you explain what it is? What do you mean chargeback your card?

you have only 40 days to do a chargeback,
unfortunatley you may not be covered as chargebacks have to be for a transaction that was dont in one payment
RING PAYPAL and ask for advice, stuff your phone bill and buggering around on forums,
use paypal's website
as much as i slate them being a seller, they are very good for buyers.money saving my @rse.
I've spent 10x as much as I would if I had never discovered this website :-)

As loafer has already said assuming you paid on your credit card through paypal, and not from a balance, you need to contact your credit card issuer immediately. A claim can be made through them for non receipt of an item.
CC companies always try to deny responsibilty but if you persue it you should be able to get somewhere as ultimately they are liable.
After 30 days a claim cannot be made from paypal, no exceptions no excuses, so there is nothing you can do there. That's a shame actually as a claim made before 30 days would almost certainly have found in your favour. The only way the seller could have prevented that claim would be to prove delivery, which of course he would have been unable to do. If he is still trading on ebay he would also have wanted to keep his paypal account open, so couldn't even have pulled his balance to stop you being reimbursed.
The only other option would be to look at the trading standards website for more info. There is a standard letter on their somewhere that it suggests you send in the first instance. It just gives the seller a set time to respond to you before you start small claims court proceedings aginst them. Since their mail box is full I would suggest you send this via snail mail recorded delivery. Their address should be on the end of auction email you received.

"Item never delivered" is the key phrase when doing the charge back - should have mentioned that earlier.
Remember my warning though you have to be a UK *verified* member to avoid the charges IIRC (but can't find the link)
