It is difficult in a forum like this to give you advise - each council has its own allocations scheme, and these do differ. Your best bet will be to look on your councils website and try to understand the local rules.
Some of the advice given by previous posters may not be appropriate for your council, (but may be correct in the areas in which they live). In particular:
Skylight - suggests you will be placed on the transfer list when the boy is 10. Most councils no longer have seperate transfer and waiting lists.
PasturesNew - suggests that applicants in each band are ranked by need. That is not always true, many councils rank by application date.
Magicgirl = suggest that councils will allocate on floorspace. I have never heard of any council doing that. They may have a size which differentiates between single and double bedrooms - but the main factor is usually number of rooms.
Also you need to check out what you own council rules are for children sharing. There are some wierd and wonderful rules - things that may be taken into account are the age, sex, relationship, age difference etc.

I'm applying for a council house, but would like to know if we'd be considered for a 3 bedroom house.
I think from the age of 10, if you have a boy and girl, you can get another bedroom, but I'm wondering what the rule is if they're of the same sex?I Hate Jobsworths!!!0 -

Round here (London borough of Sutton) you'd be given a two bedroom property. Yet a friend who moved to Burnley, ( was scheme to free up London properties and she was given incentives to move) Was allowed a 3 bedroom property with her two boys.
So it may well depend on your council0 -
For the OP.. officially a child under one year doesn't count at all. Then two children can share a room until the youngest is 10.0
