JSA Joint Claim & PT Work

I know someone who works part-time 16 hours p/w but he's on JSA income-based with his partner as the main claimant on a joint claim.
Can anyone advise me on if he is entitled to JSA, afaik, as long as the hours are below 20 hours p/w, he's okay to remain on JSA but he needs to fill in declaration forms fortnightly.
Any helpful advice is appreciated.

If it's 16 hours, it can't be a joint claim. fewer than 24 hours is okay for a couple claim0
