tiny white flying things?

Ive got a load of tiny (1mm max) bugs flying around my swede, they generally sttle on the soil then fly around a bit when I water, They are white (and I mean bright white) in colour, and I cant see any damage being done, but cant see whats going on underground.
Can anyone identify these or tell me if I need to be concerned?
