it doesn't matter what your reason is for re-offering, if they want to sell it to you, then they have to decide whether to accept your offer or not. The value on the surveyor's report is meaningless if nobody else is offering it.0

ur first mistake was telling the agent (who works for the seller) that the valuation came back at your offer amount....
depends how much you want the place... as already mentioned, if the cheap price, then further discounted by 15% already takes account of the state of repair you might end up losing it. Given you offered the maximum the mortgage company would permit you, it sounds like you're desperate for the house, so losing it for the sake of 4k over 25 years seems pretty pointless..

I have a similar problem, put an offer in for £110 (was on market for £122 after being reduced from £133), house is also in probate. I appreciated that it needed a lot of the work done and did an offer on that basis. I explained at the time it was on the understanding that the only work I needed done was what I could see. (I then reeled off a list to the estate agent at the time).
Survey came back (it was bad) with two problems I was not aware of structual and damp/possible insect infestation. I have paid for a structual engineers report and am awaiting for that to come back and getting a wood inspection next week.
I will then revise my offer deducting the amount of the additional works if they refuse I will walk away. Provided after checking I don't think it would be a problem for selling the property on.
I am a bit different as I am a cash buyer and I think in it's present condition it would be difficult to get a mortgage and as it's a semi it's not as if they could knock it down and rebuild. I gave them a copy of the original report as it did not have a value on it, if it had they would not have received that page. They will not receive copies of either the damp or structual report. As the house has been on the market since January and I have been the only offer I think I am in a strong position and quite prepared to cut my loses and walk away.0
