Reason for being declined??

Any advice much appreciated - I applied for a Virgin Credit Card a few months ago and was declined with no reason given. I have just applying for a Nationwide card and this too was also declined. I have recently moved to a new address and have only been working in my current job for 5 months - could these be the reasons and are companies not obliged to tell you why your applications are declined?

Are you on the electoral roll at your new address?
    How much do you earn?
What is your credit history like? any defaults/ missed payments etc?
What other open credit accounts do you have?
    What debts do you have?
Have you requested copies of your credit reports (not scores just the report)?

No they don't have to tell you why they are declining you.
