Who Can I Complain To That Will Do Something About It?

On Wednesday 07 April 2010, I placed an order for 2010-11 Spain Adidas World Cup Away Shirt (XXXL) from UKSoccerShop at a total cost including postage of £55.24
Around 14 or 15 May 2010 I received 2010-11 Spain Adidas World Cup Away Shirt (XXL) which was incorrect as I paid extra money for XXXL size shirt. I returned this shirt on 17 May 2010 at a cost of £2.46 and it was delievered on 18 May 2010 according to Royal Mail's recorded delivery service.
At this time I requested that the shirt I had been posted (XXL) was replaced with the shirt I had ordered over a month before (XXXL). I was disappointed to learn that this shirt in size XXXL was no longer available and I could have another shirt or a refund, to which I requested a refund of £57.70 (cost of shirt plus cost of returns) and was told that this was approved and I would have my refund within 7 working days.
It has now been close to 20 working days and I still do not have my refund, I was told there was a problem with whoever was releasing the refund (RBS WorldPay?) and that it would be sorted. I has been a further 7-9 working days and there is still no trace of my refund amount.
I have complained to UKSoccerShop 2 days ago and no response.
Can someone please advise as to where I can take this complaint and hopefully have them do something about it? Like some sort of regulator?

Well The OFT and government seem to agree in the DSR's that 30 days is the statutory limit for a return so leave it until this deadline. (so id follow this as a guideline even though it wasnt strictly returned under DSR)
If you dont receive it by then contact Trading standards.Back by no demand whatsoever.0 -

Write a letter (not email or phone) titled letter before action (you can use templates from consumer direct). State the brief details and that you have been without your refund for over a month(?). State that if they do not refund you within 7 days you will be issues an claim for the amount owed and expenses through the small claims court. If they dont refund follow through and put your claim in through money claim online.
Remember to send the LBA recorded delivery (you could be cheeky and claim for a refund of this too) and keep a copy for yourself so you can prove what you sent and if they received it.Back by no demand whatsoever.0 -

It's not a DSR.
DSR is only if the buyer changes their mind. The OP got the wrong thing altogether.0 -

I had the exact same problem with UKSoccershop over Christmas. They sent the wrong size, which I returned at a cost of £2.98, and after a few e-mails I managed to get my original £35.25 (the cost of the football shirt and the original P&P) refunded via PayPal. I did originally ask for a replacement, but despite them still advertising the size I ordered, I was told this size was no longer available.
Despite my asking on several occasions in these e-mails, and they clearly state on their Refund/Returns page that if it's their fault they are responsible for all postage costs, they have yet to refund my £2.98 for sending the goods back!
I have tried e-mailing them again to ask for this refund, but have been met with a blank wall. I know it's only a small amount, but it's the principal of it, and the fact that they claim they will refund all postage.
Is it worth a LBA for £2.98?0
