tax credit balls up

when mr h changed jobs august 2009 we gave another estimation for his earnings to tax credits of £27k [over estimating]. after our update we find we are being charged for an overpayment.
how? we over estimated, mine havent changed as i am at the top of my scale. and our child care costs havent changed. as mr is on comission we always over estimate.
how can they get this so wrong? his p60 states approx 23k, big difference. yet thinking they owed us we owe them?
anyone fought them and won? they state during a call that 'some' of their calls are recorded, if you dont know the bdate and time ou called how can you dispute
