Bewst way to remove paint from a dado rail

I'm currently redecorating my hallway, and want to remove all the paint from the dado rail which was painted by the previous owners.

I've been using a detail sander today - the results are ok, but not brilliant, and I'm also worried about the noise disturbing my neighbours who have young children.

Is there a quieter, better way to do this?

    scrap the old dado.
    buy new dado rail and fit that. less than a pound per m.
    Get some gorm.

    Nitromorse (sp) sandpaper and a hacksaw blade to clear the groves, stripped down Victorian dado rails look miles better than new ones in a period property.
