Help please - ebay fees

Hi,
Am a bit new to all this so could do with some advice please.
I've listed an item on ebay, with a buy it now price of £185.
I stated on the advert that I would only post the item within the UK.
Someone from abroad has purchased my item (looks like a scammer :mad: ) and I am not willing to carry out this transaction.
I want to reclaim my fees, and re-list this item, can anyone tell me how I go about getting the fees back?

you entered into a legally binding contract with the buyer when the item sold, what makes you sure that the buyer is a scammer, if the buyer doesnt pay then you can issue a non paying bidder alert and you will automatically receive your fees back on the 8th day after you report the item un-paid.
however, should the buyer pay for the item then all is well.
DO NOT LET THE BUYER CON YOU INTO SENDING THE ITEM ON A PROMISE!!
do not let the item leave you if the buyer pays you by cheque until three or four days after the cheque clears.
i have nearly 1000 poss feedbacks on ebay and have had to learn the hard way.

I know i'm just guessing it's a scam, but the way its worded, and the fact they want to send me postal orders from their country, to have the item shipped to another makes me wary.
I did state that I would not post outside the UK so is it not them who have breached the contract by purchasing in the first place?
When can I lodge a non paying bidder claim?

Do the NPB, there is an option about buyer in a country I don't ship to. You'll get your fees back and you can re-list and get on with it.:wall:0
