Does anyone know of a good freeware tool for personal budgeting.

Dear Radiantsoul,
Why not just use Excel or the Spreadsheet element of Open Office, which is a free download. TBH everything you can do with a budgeting tool, you can do with a spreadsheet.
If you want to let me know what you want to budget for then I can probably give you a spreadsheet that calculates such things as food cost per week, petrol cost per week, household bills cost and the like. Just email me with what you need and I am sure there is a simple answer for you.
