Citylink. Tracking number for another address?

I have ordered something from an online store, and have been given a city-link tracking number, but it says that the parcel will only be trackable on the day of delivery.
However, upon entering the tracking number, someone else's details come up from a previous delivery as the status is "delivered".
Usually this doesn't happen, I wonder why they could be reusing tracking numbers.
Is this normal?
