and plenty of other areas still have spine points and are getting the annual increases
You lack an understanding of how pay is structured in these parts of the public sector. Progression through the spine points is necessary because new starters at that grade start at the botttom, i.e. below the 'market salary' for that particular job and grade. In order to pay people fairly you need to allow them to progress up to a reasonable market value salary, which is gained through experience in the job. What's so wrong with this?0 -

? You need to work on your reading comprehension, I'm not saying anything is wrong with spine points. I'm saying that some departments still have them & are getting an increase despite the budget's pay freeze.
btw In many areas you don't have to start at the bottom of the pay spine0
