There's actually a fascinating story behind this picture.
It was taken at the annual Eton/Harrow cricket match shortly before WW2. The "toffs" in the photo were only dressed that way due to a requirement to wear the schools "Sunday Best" at the match, and were waiting for their parents at the gate to Lords cricket grounds before going home for the weekend. The "toughs" were returning to their school after a visit to the dentist, when an agency photographer assigned to cover the cricket match asked them to stand closer to the other boys.
Neither of the "toffs" was from a traditional upper class background, one was from a self made stockbroker family, the other's father was a mid ranking officer in the Army assigned overseas.
And the ending is far from what you'd expect as well.
One 'toff' worked as a stockbroker for some years, before developing mental illness and dying at the age of 60 after being locked up in an asylum.
The other 'toff' went to visit his father in India during the school holidays a few years later, was taken ill and died of diptheria at the age of 16.
All three of the working class kids had long and happy lives, and were still alive as of a couple of years ago. One rose to the highest ranks in Whiitehall, and retired a reasonably wealthy man.
Ironically, a picture staged by a photographer to show the societal disadvantage of the poor in Britain, ultimately proved the exact reverse.

Yes, but what I'm saying is that if the points are themselves frozen - i.e. do not rise with inflation - then a move to the next spine point is no longer a genuine rise in salary, as was intended, is it?
If you move up a point, you are getting more salary, so of course its a rise. If you want to say its not genuine because it is a reward for experience in the grade rather than support to cover inflationary effects on your spending power you can. Really, in post 41 I thought you were rubbishing my claim that annual spine point/increments will be paid.0
